Instructions for participating in elections, appointments, and voting in the CITU system
- 1. Basic concepts and package structure
- Package — is a formalized document in the CITU system, which may represent: • A candidacy for a position. • Creation of a new position. • A rule, decision, or set of rules.
- id (for example, LIBER8e5…) — a unique package identifier (hash of the content), always starts with LIBER. Voting is conducted based on this id.
- The package name (Name of the Package) determines what you are voting for: • If it matches one of the predefined ones: - BOARD_OF_DIRECTORS - CORPORATE_COUNCIL_OF_REFEREES - GENERAL_EXECUTIVE_DIRECTOR → This means candidates for the corresponding standard position. • If it starts with ADD_DIRECTOR → This means the creation of a new unique position (for example, ADD_DIRECTOR_OF_MARKETING). • Any other name → This means a rule, law, decision, or their set.

- For standard bodies (directors and referees), only the top-5 and top-7 candidates by rating enter the system.
- Each public key may occupy only one seat in each body.
- The General Executive Director (CEO) is appointed only by the Board of Directors.
- Any other package name is a decision or rule adopted under the general voting system.
- 3. How to determine the package type
- Simple rule: • If the name is from the standard list (BOARD_OF_DIRECTORS, CORPORATE_COUNCIL_OF_REFEREES, GENERAL_EXECUTIVE_DIRECTOR), this is voting for a position. • If it starts with ADD_DIRECTOR_ — a new unique position is being created. • Any other name is a rule or decision.

- 4. How to submit a candidacy or proposal
- Submitting any package requires at least 0.01 CITU coin.
- Steps to submit: Open the interface (Create position or Create a decision or rule). Fill in: • Sender Address — your public address. • Name of the Package of Laws: - For a standard position: select from the list BOARD_OF_DIRECTORS, CORPORATE_COUNCIL_OF_REFEREES, or GENERAL_EXECUTIVE_DIRECTOR. - For a new position: start with ADD_DIRECTOR_ (for example, ADD_DIRECTOR_OF_MARKETING). - For a rule: come up with any unique name. • Password (Private Key) — your private key (needed only to sign the package, never sent out). • Laws — enter the position name (if creating a position) or the text of the rule (if proposing a law). • Click Submit Created Position (or Submit Law, if it's a rule).
- 5. How to vote
- Find the required package (POSITION or RULE) via the menu or by its identifier.
- In the package card, you will see the status of your vote: • YES — vote "for". • NO — vote "against". • Remove Voice — remove your vote (returns the status to "not voted").
- Your voting weight = the total of all your coins (including those staked).
- For one decision or position — only one state per address: "for", "against" or "not voted".
- You can remove or change your vote at any time.
- The vote is valid for 4 years from the package creation.
- 6. Decision adoption and status dynamics
- A decision/appointment is considered adopted if "for" votes amount to at least 52% of the directors' rating (or by similar logic for direct voting).
- As soon as this threshold is lost (for example, if the composition of directors changes, coins are transferred, or 4 years pass) — the decision becomes inactive immediately.
- If a participant sells coins — after 10 blocks, their vote disappears, and the new owner can vote as they wish.
- If a director or referee loses their seat or status — all related decisions are automatically recalculated.
- For new positions (ADD_DIRECTOR_*), only one participant with the highest rating is always appointed.
- 7. Work of the referees (CORPORATE_COUNCIL_OF_REFEREES)
- The council of referees includes 7 participants with the highest rating.
- Referees vote on the principle of "one referee — one vote".
- If 4 or more referees vote "against" — the decision is vetoed, even if it passed by votes of directors or participants.
- Referees can remove the veto at any time, after which the decision becomes active again (if support again exceeds 52%).
- Referees can block decisions that violate the charter, human rights, or contradict other adopted decisions.
- 8. Appointment of the GENERAL_EXECUTIVE_DIRECTOR
- Any participant can apply for this position.
- The appointment takes place only by internal voting of the current directors (BOARD_OF_DIRECTORS).
- When the "GENERAL_EXECUTIVE_DIRECTOR" package gains a majority among the directors — this candidate is considered appointed.
- 9. Mining and voting
- To participate in voting, you do not need to be a miner or validator — it is enough to own CITU coins.
- The mining mechanism (PoW/PoS) and voting are not connected.
- 10. Security
- The private key is used only to sign the package.
- The web interface works on your computer (localhost), the key never leaves the device.
- It is recommended to use only your own computer and trusted software.
- 11. Quick answers and FAQ on the interface
- Select a Position — select the position you want to apply for.
- Apply for Position — submit your application.
- Create Law — create a new law or proposal.
- YES / NO / Remove Voice — buttons for voting.
- Not voted — you have not yet voted for this package.
- id — the package identifier for searching and verifying the decision.
- 12. Example situations and scenarios
- Example 1: You want to become a director — submit a package named BOARD_OF_DIRECTORS. If you enter the top-5 by rating, you become a director.
- Example 2: You create a new position — a package named ADD_DIRECTOR_OF_MARKETING, if your rating is the highest, you take this new position.
- Example 3: You propose to change a rule — create a package named NEW_VOTING_RULES_2025, describe the change, all participants can vote.
- Example 4: You sold coins, your vote loses power after 10 blocks, and the new owner can vote again.
- Example 5: The decision collected 52%, but the composition of the directors changed — if the support drops below the threshold, the decision is automatically canceled.
- 13. Important nuances
- If the package name matches one of the predefined positions — this is a standard position.
- If the name starts with ADD_DIRECTOR — this is a new unique position.
- Everything else is rules and decisions.
- The same public record (key) cannot occupy several seats in one body at the same time.
- All packages and voting are valid for 4 years, then they need to be created again.

- Total directors’ rating — the sum of the ratings (votes) of all directors participating in the voting for this package.
- Percentage of "YES" votes among directors, i.e., what percent of directors have voted "YES" for this package (votes "NO" from directors are not counted).
- Number of judges’ "YES" votes — how many judges have voted for this package.
- Number of judges’ "NO" votes — how many judges have voted against this package.
- List of directors who voted for this package, showing their public addresses and vote weights.
- Vote of the General Executive Director (CEO) for this package (if applicable).
- Founder Vote — shows whether the founder has voted and with what weight.
- Package name — what is being voted for (for example, BOARD_OF_DIRECTORS).
- Button "YES" — vote "FOR" this package.
- Button "NO" — vote "AGAINST" this package.
- Button "Remove Voice" — withdraw your vote for this package (if you have previously voted).
